The Luxembourg Space Agency (LSA) was founded on September 12, 2018, by Luxembourg's Economy Minister Étienne Schneider, formalizing the country's long-standing commitment to space activities. Luxembourg joined the European Space Agency as a full member in 2005, and launched the pioneering SpaceResources.lu initiative in 2016, positioning the nation as a global leader in space resources economy and private space sector development. Headquartered at 19-21 boulevard Royal in Luxembourg City and operating under the Ministry of the Economy, LSA has rapidly established Luxembourg as a major space industry hub despite the country's small size. As of 2023, approximately 70 private space companies with a combined workforce of 1,400 individuals operate from Luxembourg, contributing 2% of the nation's GDP. The agency has set an ambitious target to double this contribution to 4% by 2027 through strategic support for commercial space ventures. Luxembourg has distinguished itself through progressive space policy and regulatory leadership. In 2020, the country passed the world's first regulatory act specifically for private spaceflight operations. LSA was among the founding members of the Artemis Accords, demonstrating commitment to international space cooperation. The agency hosts the annual "Luxembourg Space Resources Week" (since 2020) and in 2023 announced the "Lunar Space Resources Accelerator," a fund supporting start-ups developing In-Situ Resource Utilization (ISRU) technologies.
